Apple Doesn’t want You Making Mix Tapes

Is it from of potential abuse for copyrights or overwhelming submissions from music developers? Currently there is no explanation. Do you think making mixtapes/dj mp3s are fair use?
Updated: Touch DJ, a full featured mp3 djstation for iphone has been approved. That was quick.
